The City of Mandurah advises that a Harvest and Vehicle Movement Ban has been declared for tomorrow, Thursday, November 23, 2023.

I, Pamela Bennett, Deputy Bush Fire Control Officer for the City of Mandurah, hereby declare a ban on the use or operation of engines, vehicles, plant or machinery for Thursday 23rd November 2023 between the hours of 1200am (0000hrs) and 1159pm (2359hrs) for the whole of the City of Mandurah.

ACTIVITIES NOT PERMITTED DURING THE PERIOD OF THIS BAN
(The following are not permitted once a ban is in place under regulation 24C – these are not optional).

  • Harvesting operations are not permitted
  • Any “hot works” (eg welding, grinding, cutting, heating etc) in the “open air” are not permitted (note these activities are not permitted during the term of any Total Fire Ban)
  • All off-road activity is banned, regardless of whether it is for agricultural purposes or work being conducted by business, industry and public authorities. Off-road includes areas such as paddocks, bushland, uncleared land and land with stubble or long grass refer to regulation 24ZH(2)(b) of the Bush Fires Regulations 1954.
  • Off-road activity includes the use of anything activated by an internal combustion engine being used off-road. e.g. motorbikes, quad bikes, excavators, chain saws, ride on lawn mowers and generators. This includes vehicles accessing Tims Thickets and Whitehills beaches.

ACTIVITIES PERMITTED DURING THE PERIOD OF THIS BAN
(The following are permitted as per the Bush Fire Regulations 1954 and cannot be banned)

  • Movement of vehicles on “gazetted roads”, (as described in Bush Fire Regulation 24A(1) Bush Fires Regulations 1954) and Road Traffic Act 1974 section 5.1)
  • Movement of vehicles on a lane driveway, yard or other area that provides access to, or a parking facility at, any residential, farming or business premises, if the area has been sufficient cleared of inflammable materials to prevent the escape of fire.
  • Use or operation of a vehicle if it is for the prevention of an immediate and serious risk to the health or safety of a person or livestock, and only if all reasonable precautions have been taken to prevent the activity from creating a bush fire danger.
  • Use of operation of vehicle and undertaking of “hot works” by those persons holding a current Exemption under the Bush Fires Act 1954 Section 22C (Exemption from Total Fire Bans)
