If your club wants to build, upgrade, or make changes to a facility you lease or hire, and the City is not funding the work, you will need to follow the Community Initiated Infrastructure (CIIP) process. This process helps the City review your proposal and determine what approvals are required.
What kind of project is yours?
Minor equipment
Definition: Items that do not qualify as ‘unfixed’ or ‘fixed’ infrastructure and are typically smaller in scale and easily movable, and do not permanently attach to the land, building, or other structures.

Un-fixed infrastructure
Definition: Unfixed Infrastructure Projects are projects that are considered unfixed assets that essentially remain the responsibility of the club or group but may be appropriate for the use of other users at the facility.

Fixed infrastructure
Definition: Fixed Infrastructure Projects are projects that are generally new assets that would become a permanent addition to land, buildings or structures. The CIIP process will define ownership and maintenance responsibilities.

How to apply
Tell us about your club and give us a brief description of the project, why it's needed, and an estimated cost. We'll review your enquiry and let you know if we need more information, or whether your project is eligible to proceed.
Once your enquiry is approved, you'll be asked to complete a full application. This takes time to pull together, so allow yourself plenty of time to gather all the required information and attachments before submitting. Download the right form for your project type:

The City will assess your application. We may contact you to request further information or to discuss your proposal. Some applications are reviewed by multiple teams, so this stage can take some time.
We'll let you know the outcome of your application. If approved, you'll receive a formal approval and a CIIP agreement to sign and return to us. Approval may include conditions your club will need to meet. For fixed infrastructure projects, a building approval is also typically required before works begin.
Once works are finished, you'll need to submit a Project Close Out form to let us know the project is complete. We'll follow up with you to confirm everything has been delivered as approved.

The City accepts applications from Sporting Clubs or Community Groups that utilise a City owned facility or building, on a hire, lease or license basis.
Ownership and maintenance responsibilities will be determined during the assessment process and clearly outlined in any approval documents. Generally, if the addition is permanent in nature, it will become a City asset but the maintenance and renewal responsibilities will sit with the club or group.
Any conditions of approval will be clearly outlined in the CIIP Construction agreement and approval letter. It is the applicant's responsibility to ensure all conditions of approval are met in the timeframe specified.
