How to report a noise issue to the City
In most cases, your neighbour may not realise they are disturbing you. We recommend having a friendly chat with them first. This is often the quickest and most effective way to solve the issue while keeping a positive relationship.
Write down the date, time, and type of noise each time it happens. You need at least 14 days of records to support the City's investigation.
You can submit a noise request, including your noise log online or call the City to lodge a request on your behalf.
An officer will review your log. They may install noise monitoring equipment or send a formal notice to the person making the noise.
The City can't take action against a single event like a birthday party, vehicles on roads or antisocial behaviour (i.e. screaming and yelling). For those, call WA Police on 131 444 at the time it's happening.
Noise levels in Western Australia are governed by the Environmental Protection (Noise) Regulations 1997. These regulations set different allowable noise levels based on the time of day and the type of area you live in.
Power tools and lawnmowers: Can be used for up to two hours between 7am and 7pm (Monday to Saturday) and 9am to 7pm (Sundays and Public Holidays).
Musical instruments: Can be used for up to one hour between 7am and 7pm (Monday to Saturday) and 9am to 7pm (Sundays and Public Holidays).
Air conditioners: Must not emit noise that unreasonably interferes with your neighbour's health & wellbeing.
Work is generally permitted between 7am and 7pm, Monday to Saturday (excluding Sundays and Public Holidays).
Work outside these hours requires may require an approved Noise Management Plan from the City.
There is no "free pass" for parties. While a one-off event is usually tolerated, the noise must still be reasonable.
If the noise is excessive, please contact the Police on 131 444.
Excessive noise from licensed venues and commercial facilities should be reported to the City for further advice and monitoring requirements.
Neighbours are encouraged to speak to dog owners if they are concerned about excessive barking.
If the barking continues to be unreasonable, residents are encouraged to contact the City who will provide a Nuisance Dog Pack. Included within the Nuisance Dog Pack is a ‘Bark Card’; a Nuisance Dog Complaint completion guide; a Nuisance Dog Diary and a Form 7 Nuisance Barking Dog Complaint.
